Minutes

 

At 8:10 a.m. on Thursday, June 28, Darrel Snively convened a meeting at Papa Mike’s Bar and Grill to explore forming a community tennis association to develop and promote the game of tennis in Richland County. In attendance were Jennifer Dillard, Steve Norris, Mike Potter, Ted Rule and Terry Conour. Darrel briefly summarized the history of the tennis program in the county and his activities to revive interest in the game including the recently held Olney Junior Open Tennis Tournament, previous fund-raising, the on-line tennis calendar and the new information kiosk by court #1 at the Olney City Park.

Formation of Association: Following a general discussion of the benefits of forming a community tennis association, the group agreed to proceed with establishing the organization.

Motion: Darrel Snively moved and Jennifer Dillard seconded a motion to establish the Richland County Community Tennis Association (hereafter, RCCTA). Motion carried unanimously.

Nomination and Election of Officers: The following slate of officers was nominated and elected by unanimous vote and without opposition:

President: Jennifer Dillard

Vice President: Jared Van Blaricum

Secretary: Terry Conour

Treasurer: Darrel Snively

Director: Ted Rule

Director: Mike Potter

Director: Steve Norris

Adoption of By-Laws: Darrel Snively distributed copies of a proposed set of by-laws which he had adapted from the website of another tennis association. After reviewing the proposed by-laws the directors took the following actions:

Motion: Terry Conour moved and Steve Norris seconded a motion to (1) split the office of Secretary-Treasurer into two offices, Secretary and Treasurer (Article IV, Section 3(f)), and (2) eliminate the office of Second Vice-President (Article IV, Section 3(e)) from the proposed by-laws. Motion carried unanimously.

Motion: Jennifer Dillard moved and Darrel Snively seconded a motion to reserve two positions on the Board of Directors for a male and female student representative (Article IV, Section 2). Motion carried unanimously.

Motion: Jennifer Dillard moved and Darrel Snively seconded a motion to adopt the proposed by-laws, subject to the revisions made by the two previous motions. Motion carried unanimously.

Mike Potter and Darrel Snively will consult with the ERHS tennis coaches about the selection of student members for the Board of Directors.

Establishment of an Association Checking Account: Darrel said that he was holding several checks that need to be deposited into a checking account, and an account is needed to manage the funds for the Association’s operations. Steve Norris suggested that since the Association would be handling rather modest amounts of funds, that a single signature checking account would be most practical with either the President or the Treasurer authorized to sign checks.

Motion: Jennifer Dillard moved and Steve Norris seconded a motion that the Treasurer be authorized to open a RCCTA checking account so that either the President or the Treasurer could sign checks on the Association’s behalf. Motion carried unanimously.

Southern Illinois Adult Open Tennis Tournament: Darrel announced that the upcoming Adult Open Tennis Tournament is a USTA-sanctioned tournament to be held in Olney on Saturday-Sunday, July 21-22. He will be promoting the tournament on his website and through other communications. He said that the tournament would attract more players if prize money could be offered in addition to trophies. Jennifer Dillard and Steve Norris discussed the possibilities of getting support from the Budweiser distributor and Pepsi distributor in the form of banners, signage and other publicity. Jennifer added that Papa Mike’s was also considering some kind of fund-raiser to support the RCCTA.

Richland County Tennis Championships: Darrel proposed that a county-wide tennis tournament for juniors and adults be held on August 3-5 as a non-USTA-sanctioned event. The junior tournament would be on Friday, August 3 and Saturday morning, if necessary. The adult tournament would be on Saturday and Sunday, August 4-5. There was general agreement that having county champions in various age and male-female categories would stimulate participation from local tennis players who might not otherwise enter larger, more highly competitive tournaments.

Next Meeting: The next meeting of the RCCTA Board of Directors will be at noon on Monday, July 9 in Papa Mike’s Banquet Room.
